Chancellor Rachel Reeves has announced a sweeping package of investments poised to transform Scotland’s defence and clean energy sectors, safeguarding tens of thousands of jobs and creating thousands more across the country.

During a visit to RAF Lossiemouth and the St Fergus Gas Plant on 1 August, the Chancellor detailed how the UK Government’s Spending Review will support Scotland’s workforce and communities through a blend of historic investment and strategic commitments.

A landmark £200 million government investment in the Aberdeen-based Acorn energy project is set to protect 18,000 North Sea jobs while creating 15,000 new roles in Scotland’s fast-growing clean energy sector.

This move forms a central part of the government’s plan to make Scotland a hub of the UK’s clean energy revolution.

The establishment of Great British Energy, with its headquarters in Aberdeen, is positioned to further solidify the city’s reputation as a leader in powering the UK’s green future.

However, the Acorn project remains subject to a final investment decision, with stakeholders keen for a swift approval to unlock the project’s full economic and employment potential.

Defence Spending Driving Skilled Jobs

As defence spending rises to 2.6% of GDP, the Chancellor highlighted how commitment to national security is directly fueling local economies.

Over 26,100 skilled Scottish jobs are already supported by UK defence investment, and fresh spending will generate additional roles.

RAF Lossiemouth stands as a beacon of this commitment, having undergone extensive upgrades and now supporting both military and civilian workers.

The addition of three new E-7 Wedgetail aircraft by Boeing is set to create even more jobs at the Moray site, with over 200 Boeing personnel already collaborating closely with RAF staff.

The government estimates that the boost in defence spending could translate into a long-term increase of 0.3% in GDP – worth around £11 billion in today’s terms – underscoring the broader economic impact of these investments.

Long-Term Investment in Infrastructure

Scotland’s position at the forefront of the UK’s clean energy and defence strategies was further underlined by a £250 million commitment to safeguarding HMNB Clyde, part of a multi-decade, multi-billion-pound renewal. All three Clyde shipyards are currently fulfilling contracts for the Royal Navy, securing vital high-skill jobs in construction, maritime, and nuclear sectors.

The Spending Review also delivered a record settlement for Scottish public services, with the Scottish Government’s largest real-terms funding since devolution – averaging £50.9 billion per year between 2026-27 and 2028-29.

Speaking from RAF Lossiemouth, Chancellor Rachel Reeves hailed the initiative: “We’re seizing the huge potential and opportunities that Scotland has on offer.

“Whether it’s in defence to keep the UK safe, or clean energy to power all corners of the country, this government is backing Scotland with billions of pounds of investment to grow the economy and create jobs.”

Scottish Secretary Ian Murray echoed the transformative effect on jobs and skills: “This investment is a massive jobs opportunity for Scotland – this ‘defence dividend’ is good news for Scotland, where it will help create skilled jobs, drive economic growth and help tackle the critical skills gaps facing the country in sectors such as nuclear, construction, maritime and project management.”

Maria Laine, President for Boeing’s UK, Ireland & Nordic region, commended the partnership and local impact, highlighting new E-7 Wedgetail and Poseidon aircraft basing at Lossiemouth as tangible examples of investment translating directly to local jobs and suppliers.

Michelle Ferguson, Director of CBI Scotland, underscored the importance of speedy delivery: “Businesses are eager for final approval to unlock [Acorn’s] full potential and secure North Sea jobs.

“Increased defence spending will further boost Scotland’s skilled workforce and create growth opportunities across key supply-chain.”

With billions of pounds committed, the UK Government’s blend of defence and clean energy investments is set to ensure that Scotland remains an engine of growth, innovation, and security – supporting not just today’s workers, but creating new opportunities for generations to come.
